The late great WTC Towers One And Two were designed to swing 10-12 feet in any direction during high winds.
They will have problems finding Arabs and Russian mobsters to live at the top of that thing.

I think the only people who would buy an apartment anywhere near the top probably never heard of "9/11."
I think the lowest elevation an aircraft can fly over Manhattan is 2,000 feet. This place is 1,550. They'll obviously have to increase the minimum height. But, even with that, imagine the feeling of the occupants all the way up there every time a low-flying aircraft flies by?
Some of us who heard the 2nd plane into the WTC still cringe when a low-flying plane comes overhead.

That building will be safe from planes, I read a while back that a wealthy Arab family bought the top 3 or 4 floors

Well, the Arab oil fields weren't safe from Iranian drones. Them being up there may just give local Iranian something to think about.

Crane operators being crane operators, he'd be making good money if he was putting a new chimney on a Cap Cod private house.
I think the one drawback to that crane operator's job...if it is a drawback...is that they have to buy their own self-insurance. Someone told me that awhile back...not sure if it's accurate, however.

That crane operator must be making some good money! Crane operators are the second highest paid workers in NYC. The first are the Oilers, the guys climbing up the crane arm and greasing the cables.

Currently, there's no insurance company writing individual insurance policies for crane operators. The GC covers most of the insurance issues on construction jobs where a crane is working in the 5 boros. But that won't prevent a worker who gets his finger crushed by a piece of steel, from suing the operator personally. In the crane operator industry it boils down to one thing, You hoist it , you own it. Plus look out when NYC DOB walks on the job, most fines are $25,000 , personally writtin to the operator. Example : Few years ago a local 14 operator in a tower crane up over 40 stories, was unloading steel off a flatbed trailer parked in the street. The work area was properly barricaded, pedestrians were blocked off. Flag personnel at both ends directing traffic. I believe this was during a St Patrick's Day Parade. Some drunken clown walks off 5th Ave, gets past the flagman while the operator had the load off the truck and passing upper floors. NYC DOB was observing on the block, immediately shut the job down and the only person who got a $25,000 fine was the sucker operator in the seat. The $100 dollar an hour job comes with great risks in NYC....
