Just keep up your HR218 Certification and screw their form.
For the cost of a stamp, you can mail their permit back to them.
Although HR218 allows you to possess/conceal ANY pistol with your annual certification, most NYS FFL's will not allow you to purchase a pistol without a NYS Permit.
You could also move to one of the 33 free states, which do not infringe upon their citizens's constitutional rights.
Heck, you can a non-resident Florida CWP through the mail.
AND, if HR38 (National Reciprocity for CWP's) passes, I'll bet more than a few NYS Liberal Anti-gun Politicians will have collective strokes !!!
