It's not really a "scoop" that they get the announcements; the city sends such announcements to just about all the NYC papers (or, they used to). The NY Times used to have a section of civil service announcements a LONG time ago, including the list of promotions and transfers from the Uniformed Forces.
If you're actively involved in civil service, in a job, looking for promotion, etc., yes, the Chief is the paper to read.
HOWEVER....the Chief is historically a Left-leaning paper. The paper was founded in 1897, but in the early 20th Century is was purchased by a guy named Frank Prial, who was a well-known lawyer dealing with city union issues. The paper remained in the Prial family for decades, maintaining a solid pro-Democrat Party viewpoint. But as the Democrats started turning hard Left, so did the paper.
To the Chief, a Democrat can do no wrong, on any level of government.
And, to that point, any city union boss who happened to veer away from the Democrat talking points, even if it was just one, small issue, the paper castigated that union boss, even to the point of using their Editorials to get him or her removed from office, often successfully.
I had a subscription for years and, before that, was out the door on Tuesday mornings to get a copy. Come the early 1980s, as the city layoffs were being rectified by re-hiring, it was no use getting it, since there were still no civil service tests being given (deferring to the "Preferred Lists"), and very few promotion tests, or contracts being signed. The paper then became just another "house organ" for NYS Democrats and their weekly press releases.
That was the end for me.
