There's no doubt in my mind that Cuomo will act according to the legislation, if he deems it beneficial to him, especially with Trump putting the onus on the Governors to move forward.
Otherwise, someone would have recommended repealing it by now, ESPECIALLY with an expiration date ONE YEAR in the future.
And here's a rhetorical question: why wasn't this power grab covered more extensively when it happened?
