Well it's clear these communities still aren't going along with the program, obviously something needs to be done but I don't have the answer. Anything done to restrict them from gathering will be perceived, by them, as religious oppression when the truth is short of preventing them from simply praying or purchasing and consuming kosher food, it isn't. This is directly the fault of the rabbis running these sects, and hasidic jews should not be confused with everyday orthodox jews, based on my own sources as far as I know the NY jewish community from the reform to orthodox outside of some or all hasidic sects have been unusually flexible in conforming their customs and requirements to the current crisis.
