It is a department "quality" when the department turns a blind eye to the lack of those things, despite their "intensive" background checks, and, as in other cases, find ways around a "potential recruit's" arrest record, to fill a political need. For those too young to remember: having three unpaid parking tickets was an automatic disqualification from being hired, unless you got it straightened out by a date certain, as set by your investigator. And, God Forbid, you should have some type of moving violation or suspension on your driver's license years in the past, corrected or not.
Now a gun collar on a candidate's record, plead out to DisCon (despite what the A/O says) is overlooked to advance the political agenda of the department.
